High speed Polenet network is connected to Wide World Web to three primary transnational provider «ZapSibTransTeleCom» and «Global One» «TransTeleCom» by 10 Megabit/sec capacity channels.

Uninterrupted 24 hours Internet access is provided by Polenet reserve technologies if accident happens on the primary operators network. «Last -mile» problem the company decides flexible according to each client. Some ways are possible: copper telephone pair leasing or radio access channels organization with BreezeAccess XL equipment.

Polenet is developing all over West Siberia. For the joint- stock company «Complex telecommunication systems» which offers its services under the brand name POLENET, 2002 has become the year of large-scale plans implementation involving structural reorganization and further development of data transfer network within the Holding Company.

The New Generation multiservice telecommunication network using packet switching technologies was built and put into operation. The points of presents have been deployed in large cities of the Western Siberia. The success of POLENET project was predetermined by the fact that the network with its full service package of data transfer and IP-telephony consolidated at the market of Novosibirsk, the capital of Siberia, having service quality as the main driving force of the Company's marketing strategy at this undoubtedly developed market. This very feature of the Company's operation having been highly appreciated by our clients allowed to have taken immediately the leading positions at this promising direction as long-distance and international telephone communications.

For steady development dynamics, it is quite important to be technically independent from other communications operators. That is why, the Company deployed several radio access base stations. Radio access systems are designed in such a way as to completely cover the territory of towns and their suburbs in the radius of up to 40 km. The data transfer radio channels pass band of up to 2 Mbits/sec ensures quality client service both at Internet access and for voice telephone communication transfer. The available own backbone infrastructure predetermined active growth of subscribers homing by dedicated lines. The promotion at the corporate market was the most successful, since POLENET network allows to build virtual private networks and it practically solves all the tasks on data transfer and telephony put forward by the customer. The draft technical proposals for corporate networks were developed for the large coal Holding Companies of the region.

The launch and introduction of a highly promising IP-telephony service is another key moment for successful development of «Complex telecommunication systems» business. The opportunity to provide their clients with telephone communications based on VoIP technology allowed the Company to pass to an absolutely different level. This service which is comparable by quality of communication with the stationary telephony at much lower production costs, has a high demand at the Siberian market. The growth rates of its consumption are shown in the chart. It must be noted here that once again a leap was made towards independence from the traditional telephone communication scheme

Promoting VoIP services, POLENET aims at various market niches. On one hand, all the corporate communication network projects intended for coal mining, metallurgical companies and banks envisage passage of service telephone traffic and exit to long-distance and international communication at low rates. On the other hand, retail market and population can use this service via IP-cards. It should be noted that expecting the growth in the number of subscribers receiving service as well as obvious convenience of card payments, IP-card has become muliservice. Now it can be used to pay for practically any service provided by service operator including VoIP and DialUp-access to Internet.

Having the unique mobility and flexibility of modern technologies, POLENET also develops an absolutely new business direction, namely trunk-call offices. Just a few months of such office operation in Kemerovo showed that there was a real demand in inexpensive and good quality communication. That is why the Company has deployed similar technology in Leninsk-Kuznetsky. The plans for the next year envisage installation of trunk-call offices in all the branches of the Holding Company as well as in the most busy places of towns and districts where radio access channel will be organized being indisputable technological advantage of the Company.

POLENET's participation in the operation of SIBSVYAZ-2002 exhibition which took place in Novosibirsk in September has become a bright event. At the exhibition, the Company has demonstrated its capacities as a regional operator within the Siberian federal area. At the Company's stand, mobile trunk-call office was opened as well as the system of video conference communication having the office in Kemerovo. The award received by the Holding Company for the unique complex of communication services is also deserved by POLENET.

The end of the year was marked by another large achievement of the Company. In December, the results of the Tender on provision of Internet access for Kemerovo region Administration were announced. The victory was ensured by the whole complex of additional service opportunities offered by POLENET network. In particular, it is ability to relate the data transfer traffic to zones and to provide internal traffic at cheaper beneficial tariffs. This technological feature of the Company is especially important for implementation of the Federal Target Programme «e-Russia». Another principal distinction of the Company is the focus on Runet information build-up development. Providing high quality service to Web-servers placed at our sites, the Company ensures unimpeded 24- hour access to their contents.

Only a good team can move forward such grandiose plans. The highly professional specialists of the Company have assembled and put into operation the latest equipment, have designed and written the multipurpose billing system allowing to service tens of thousands of subscribers. Well coordinated operation of commercial services allowed to attract several thousand of new clients and the technical service ensured 24-hour network operation.

As the result, in 2002 the Company made use of the large investment resources and strengthened the POLENET network positions as multiservice operator at Siberia market.
